  1. Preheat oven to 375 degrees F. Coat a baking sheet with cooking spray.
  2. In a shallow dish, combine sour cream, 1/2 teaspoon onion powder, garlic powder, black pepper, and water; mix well. Place crushed potato chips, parsley, and remaining 1 teaspoon onion powder in another shallow dish; mix well.
  3. Dip chicken into sour cream mixture, then into potato chip mixture, coating completely on both sides; place on baking sheet. Lightly coat chicken with cooking spray.
  4. Bake 20 to 25 minutes or until chicken is no longer pink in center and the crust is golden.
